For the purposes of this subchapter, unless the context otherwise requires, the following terms have the meanings ascribed to them in this section. The singular form should also mean the plural and the masculine form should also mean the feminine. Words that are not defined in the following paragraphs must have the meaning ascribed to them in everyday language, as expressed in the definitions of a standard dictionary. Puerto Rico`s only zoo is not a safe place for animals. Please sign the petition below to close the zoo and find a new home for these animals. Until a decision is made on how to regulate the care and use of birds that are not specifically bred for research, this change in the definition of animals in the regulation will not have an economic impact on large or small businesses. Therefore, no entity is currently affected by this rule. Since there are no economic implications associated with this rule, there are no costs or benefits associated with this rule. Pound or shelter means an establishment that receives and/or confiscates animals for the purpose of care, adoption or prosecution, whether or not the establishment is operated for profit.
We are taking this step to update our regulations to reflect a change in the definition of animal that has already been made in the Animal Welfare Act. The latter regulation is only intended to align the definition of animal in the regulations with the definition of animal in the ADA. In the “Proposed Rules” section of today`s Federal Register, we are publishing a pre-announcement of the development of proposed rules, inviting public comments to support the development of regulations and standards for birds that are not specifically bred for research. Attention must also be paid to the evolution of animal rights arising from the concept of animals as sentient beings and the resulting legal consequences. For example, Article 13 of the Treaty of Lisbon: sheltered housing means a housing establishment that ensures the protection of animals; protection from the elements; and protection against extreme temperatures at all times. A protected residential complex may consist of runways or pens completely enclosed in a barn or building, or the connection of indoor and outdoor trails or stables to the interior pins of a fully enclosed building. “The word animal is very broad, and in the broadest sense of the word, an animal is any living being endowed with the power of voluntary movement. The field of animal rights has grown enormously in recent decades.
The rapid expansion of the Animal Legal Defense Fund`s student chapters and animal rights courses is a measure of this growth. In 2000, there were only 12 student chapters and nine law schools offering courses in animal law; By 2007, that number had grown to 99 student chapters and 88 animal rights courses. Today, there are nearly 200 student chapters of the Animal Legal Defense Fund and more than 165 law schools in the U.S. and Canada that have offered courses on animal rights — and the list continues to grow. Livestock means any domestic species of cattle, sheep, pig, goat, llamam or horse that has been normally and historically raised on farms in the United States and that is used or intended to be used as food or fiber, or to improve the nutrition, husbandry, management, or efficiency of animal production, or to improve the quality of food or fiber. This term also includes animals such as rabbits, mink and chinchillas when used exclusively for meat or fur purposes, and animals such as horses and llamas when used exclusively as working and packaging animals. Weaning means that an animal has become accustomed to solid food and has done so without breastfeeding for a period of at least 5 days. Federal Research Agency means any department, agency, or agency of the United States that uses live animals for research or experimentation. Wild animal means any animal found now or historically in the wild or wild within the borders of the United States, its territories or possessions.
This term includes, but is not limited to, animals such as: deer, skunk, opossum, raccoon, mink, armadillo, coyote, squirrel, fox, wolf. The holder of a Class “C” licence (exhibitor) is a person subject to the permit requirements of Part 2 who meets the definition of an “exhibitor” (§ 1.1) and whose activity consists of displaying or presenting animals to the public. A Class “C” licence holder may purchase and sell animals as a minor part of the business in order to maintain or expand their collection of animals. Prior to the effective date of this final rule, the definition of animal in 9 CFR 1.1 excluded rats of the genus Rattus and mice of the genus Mus bred for research, as well as all birds (i.e., not just birds bred for research). Therefore, the latter rule will limit the scope of the exclusion for birds to those bred for research. The latter regulation is only intended to align the definition of animal in the regulations with the definition of animal in the ADA. Zoo means any park, building, cage, enclosure or other structure or premises in which one or more live animals are kept for display or public display, regardless of remuneration. Section 2.50 Time and Method of Animal Identification. Student chapters undertake many different projects supported by the Animal Legal Defense Fund through project grants to raise awareness of animal rights on campus and in their communities.

The Animal Legal Defense Fund`s funding program provides assistance with travel expenses. Animal means any dog, cat, non-human primate, guinea pig, hamster, rabbit or other warm-blooded animal, living or dead, used or intended to be used for research, teaching, testing, experimentation, exhibition or pet purposes. This term excludes birds, rats of the genus Rattus and mice of the genus Mus bred for research; horses not used for research purposes; and other farmed animals, such as livestock or poultry used or intended to be used as feed or fibre, or livestock or poultry used or intended to improve feeding, breeding, management or production efficiency of animals, or to improve the quality of feed or fibre. In relation to a dog, the term refers to all dogs, including those used for hunting, safety or breeding purposes. (e) Any dealer or exhibitor who also operates a private or contract shelter must comply with the following: (Article 2.132(e)). Merchant means any person who, in trade, whether in return for payment or profit, purchases or sells for transport, other than as a carrier, or negotiates the purchase or sale of the following dog or other animal (including unborn animals, organs, limbs, blood, serum or other parts) for research purposes, teaching, testing, experimentation, display or use as a companion animal; or any big dog for hunting, safety or breeding purposes. This term does not include: a pet store as defined in this section; and any point of sale where dogs are sold for hunting, breeding or safety purposes. Carrier means the operator of an airline, railway, road transport company, shipping company or other company engaged in the transportation of animals for hire.
